After the tea ceremony, you should confront Wakasa. She is the Golden Teppo of the Onryo, and identifying her correctly leads to the easiest way to eliminate her. When you confront Wakasa, she will invite Naoe to her home for a private discussion. Upon entering, you'll notice a kasa (straw hat) hanging on her wall, the same one she wore during the prologue as the Onryo, confirming you've chosen the right target.

After some dialogue, Naoe can swiftly end the mission by taking Wakasa's Teppo from the wall and shooting her at point-blank range. This approach provides a quick and cinematic resolution to the mission.

What If You Confront Otama in Assassin's Creed Shadows?

If you mistakenly confront Otama after the tea ceremony, thinking she is the Golden Teppo, you will still be able to kill Wakasa, but the path will be more challenging. Confronting Otama leads Naoe to chase and kill her, but a letter found on Otama reveals her own corruption. However, this mistake allows Wakasa to fortify herself in Osaka Castle with her soldiers.

To reach Wakasa, you'll need to travel to Osaka Castle, either fighting through her soldiers or attempting to sneak past them. Even if you have unlocked the nearby Osaka Tenshu fast travel point, you'll still encounter standard enemies.
