In *Assassin's Creed Shadows*, not every decision carries significant weight, but the choice between confronting Wakasa or Otama during the "The Tea Ceremony" mission will impact the rest of your campaign. Both characters offer reasons to be suspicious, yet there's a clear choice that simplifies the quest significantly.
After the tea ceremony, you should confront Wakasa. She is the Golden Teppo of the Onryo, and identifying her correctly leads to the easiest way to eliminate her. When you confront Wakasa, she will invite Naoe to her home for a private discussion. Upon entering, you'll notice a kasa (straw hat) hanging on her wall, the same one she wore during the prologue as the Onryo, confirming you've chosen the right target.
After some dialogue, Naoe can swiftly end the mission by taking Wakasa's Teppo from the wall and shooting her at point-blank range. This approach provides a quick and cinematic resolution to the mission.

If you mistakenly confront Otama after the tea ceremony, thinking she is the Golden Teppo, you will still be able to kill Wakasa, but the path will be more challenging. Confronting Otama leads Naoe to chase and kill her, but a letter found on Otama reveals her own corruption. However, this mistake allows Wakasa to fortify herself in Osaka Castle with her soldiers.
To reach Wakasa, you'll need to travel to Osaka Castle, either fighting through her soldiers or attempting to sneak past them. Even if you have unlocked the nearby Osaka Tenshu fast travel point, you'll still encounter standard enemies. If you manage to sneak up on Wakasa, a simple assassination won't suffice, and you'll be forced into at least a one-on-one combat scenario.
While the boss fight isn't particularly difficult, choosing to confront Wakasa directly offers a less complicated and more satisfying cinematic conclusion, especially considering her role in Naoe's father's death.
