NINJA GAIDEN 2 Black emerges as the definitive edition of the 2008 classic, NINJA GAIDEN 2. Fumihiko Yasuda, the Head of Team NINJA at Koei Tecmo, shared his vision for NINJA GAIDEN 2 Black during an Xbox Wire interview. Yasuda emphasized that the team selected NINJA GAIDEN 2 as the base because of its robust action gameplay. The addition of "Black" to the title signals to fans that this is the ultimate version, echoing the impact NINJA GAIDEN Black had on the first game.
Yasuda disclosed that the concept for NINJA GAIDEN 2 Black was fueled by fan feedback gathered during the 2021 release of NINJA GAIDEN Master Collection. Fans expressed a desire to relive the NINJA GAIDEN 2 experience. The game was crafted to reassure core fans about the future of Ryu Hayabusa, especially with NINJA GAIDEN 4 introducing a new protagonist. NINJA GAIDEN 2 Black stays true to the original's storyline.

NINJA GAIDEN 2 Black marks the fifth iteration of NINJA GAIDEN 2 titles. The original NINJA GAIDEN 2 debuted in 2008, exclusively on Xbox 360, marking the first Team Ninja title not published by Tecmo. Koei Tecmo then released NINJA GAIDEN Sigma 2 in 2009, tailored for the PS3, adjusting the game to meet Germany's stricter content regulations, which had previously banned the original due to its graphic violence.
Four years later, in 2013, Team Ninja launched NINJA GAIDEN Sigma 2 Plus for the PS Vita, reintroducing the gore from the original game and adding new features like Hero mode, Ninja race, and Turbo. The NINJA GAIDEN Master Collection, released in 2021 across various platforms including PS4, Switch, Xbox One, Xbox Series X|S, and PC, bundled NINJA GAIDEN Sigma, NINJA GAIDEN Sigma 2, and NINJA GAIDEN 3: Razor’s Edge.

NINJA GAIDEN 2 Black restores the gore that fans missed in NINJA GAIDEN Sigma 2, which had dialed back on the series' signature violence and reduced enemy numbers. The game also brings back Ayane, Momiji, and Rachel as playable characters, joining Ryu Hayabusa.

Unlike NINJA GAIDEN 2 and NINJA GAIDEN Sigma 2, NINJA GAIDEN 2 Black does not include online features like ranked and co-op play. It also offers fewer costume options for playable characters. The "NINJA RACE" mode, introduced in NINJA GAIDEN Sigma 2 Plus, is absent from this version.
