Your initial clues for finding Imai Sokyu are limited to:

He is in western Settsu.
He is in southwestern Sakai.

Open your world map and navigate to the city of Sakai. If you have scouts available, press the square button to investigate the southwestern area and pinpoint his location directly. If not, simply travel to Sakai and proceed to the Money Changer District. Hold L2 to scan your surroundings; a blue indicator will appear, guiding you to Imai Sokyu.

A brief sequence will trigger where you follow him, culminating in a conversation at a teahouse. Here, Naoe gains crucial information for her next objective.

Your next task is to find the tea merchant. Fortunately, they are located close to where you met Imai Sokyu. Head to the northern section of Sakai. Once there, hold L2 again to scan the area; look for the blue indicator.
